Zuerst müssen Sie das Universum-Repository mit aktivieren

Sudo add-apt-repository universe

und dann können Sie neuere Version der Bibliothek mit manuell herunterladen und installieren

cd ~/Downloads
wget http://mirrors.kernel.org/ubuntu/pool/universe/libc/libcloudproviders/libcloudproviders0_0.3.0-1_AMD64.deb
Sudo apt install ./libcloudproviders0_0.3.0-1_AMD64.deb

und dann installiere pantheon-files mit

Sudo apt-get install pantheon-files
